Polistes olivaceus is easily confused with P. japonicus. Ground color and general morphology are rather similar, only inspection of the thoracic details (carinas, punctuation etc) permits a positive identification.
The images below give a detail “habitus” of this species which can be compared with that of P.japonicus.

July 2006, Sai Kung Country Park. A thriving colony affixed to the underside of a roof overhang. This colony would be later attacked by Vespa ducalis, the entire brood destroyed and the nest abandonned.
